
今天,12月10日——人权日,标志着《世界人权宣言》发布77周年。1948年,在第二次世界大战结束后,联合国大会通过了这一宣言,以确保那场战争的恐怖和不人道的残酷永不重演。
在二战的惨痛暴行之后,世界曾发誓“永不再犯“。然而,八十年后,我们仍在世界各地目睹暴行和侵犯人权的事件。这一严峻现实表明,推动普世人权保护的全球努力依然任重道远。但我们不应失去希望:人权是积极的,必要的,也是真正可以实现的目标。无论国家大小,我们都可以在这一共同追求中平等前行。
比利时始终在人权议题上保持坚定立场,将其置于国内与外交政策的核心位置。无论民族、性别、年龄、宗教、性取向或其他特征,每个人都应当受到尊重,享有尊严。作为人权的积极捍卫者,比利时致力于将这些原则付诸实践。诸如 UNIA(联邦平等机会中心)和男女平等研究所等独立机构的设立,旨在促进和保护这些权利。反歧视法律为少数群体提供保障,包括 LGBTQIA+群体。
比利时目前也是联合国人权理事会的成员国,该理事会是讨论和解决全球人权问题的重要平台。这是比利时第三次担任为期三年的轮值成员国,并已着手筹备2031—2033年的下一轮候选资格。通过这一角色,比利时能够积极参与国际人权政策的制定,通过对决议投票并就关键局势表明立场,为全球人权事业贡献力量。在任期内,比利时大力倡导加强问责制和法治、推进平等(特别是性别平等)、保护人权捍卫者以及促进所有人权(包括公民权利、政治权利、经济权利、社会权利和文化权利)等关键优先事项。
比利时始终倡导平等和包容的价值观,并勇于就不公正现象发声。然而,保护人权是全人类共同的责任。在这个人权日,我们诚挚邀请大家携手努力,共同创造一个人人平等、彼此尊重的美好世界。
Today, 10 December – Human Rights Day, marks the 77th anniversary of the Universal Declaration of Human Rights. In 1948, in the aftermath of the Second World War, the United Nations General Assembly adopted this declaration to ensure that the horrors and inhumane cruelties of that war would never happen again.
After the atrocities of the Second World War, the world vowed ‘never again’. Yet, eight decades later, we still witness atrocities and violations of human rights in various parts of the world. This stark reality shows that the quest for global protection of universal human rights is far from over. But we may not give up hope: human rights are positive, essential and attainable. Together, both small and big countries, we can grow in this common quest as equals.
Belgium considers human rights a priority both in domestic and foreign policy. Regardless of ethnicity, gender, age, religion, sexual orientation, or any other characteristic, every person deserves to be treated with respect and dignity. As an active defender of human rights, Belgium strives to turn these principles into action. Independent institutions such as UNIA (Interfederal Center for Equal Opportunities) and the Institute for the Equality of Women and Men were established to promote and protect these rights. Anti-discrimination laws safeguard minority groups, including the LGBTQIA+ community.
Belgium is currently also serving as a member of the UN Human Rights Council, a forum where global human rights issues are debated and addressed. This is Belgium’s third term in the rotating three-year membership, and the country is already preparing its candidacy for another term in 2031–2033. Through this role, Belgium can actively help shaping international human rights policy by voting on resolutions and expressing its views on critical situations. During its mandate, Belgium has strongly advocated for key priorities such as strengthening accountability and the rule of law, advancing equality – especially gender equality, protecting human rights defenders, as well as promoting all human rights, including civil, political, economic, social, and cultural rights.
Belgium will always advocate for values like equality and inclusiveness and speak out against injustice. But protecting human rights is a collective responsibility. On this Human Rights Day, we would like to invite everyone to contribute to a better world, where all human beings are treated equal and with respect.
